Layerdialog in Version 7

There are still the buttons "New layer" (disabled) and "Delete layer" (enabled), also there is no way to use it in a viewer ....
What are they good for?

Hello Peter,

We use the common layer dialog unit for some of our products.
This buttons will be needed for future releases, for example, for еxport to a .dxf file format without empty layers.
The question is under proceeding.
